Scott Smith received his Bachelor of Arts Degree in 1991 from George Washington University in Washington, D.C. and a Juris Doctor in 1994 from Franklin Pierce Law Center in Concord, New Hampshire. In 2007 Scott received a Master of Arts Degree in Mental Health Counseling from Argosy University in Tampa, Florida.

Scott is licensed to practice law in Florida and New Hampshire. He is also licensed to practice in the Federal Court of the Middle District for the State of Florida. He is a Guardian ad Litem, member of the Florida Bar and Hernando County Bar Association, member of the Association of Trial Lawyers of America, and a member of the Association of Family and Conciliation Courts, and the Citrus-Hernando Inn of Court (2002 - 2004). He is also a Licensed Mental Health Counselor.

Scott has been practicing in the Hernando and Citrus County area since 1994.

He is active in his community serving as a member of the Knights of Columbus, member of the Brooksville Kiwanis Club (past president) and Brooksville Ridge Kiwanis Club, member of the Greater Hernando County Chamber of Commerce, and past chairman of the Teen Leadership Hernando Program. He is also a graduate of Leadership Hernando.
